Riley H. Allen, editor of the Honolulu Star-Bulletin, joined the American Red Cross Siberian Commission and became its deputy commissioner. Initially serving as acting secretary in Vladivostok, Allen later led the Petrograd Children’s Colony repatriation expedition, coordinating efforts to return over 600 displaced Russian children to their families across Europe.
