Dr. A. R. Rowat served as Hawaii’s Chief Sanitary Inspector and played an important role in public health efforts related to wartime civilian mobilization. As part of the Red Cross and other health initiatives, Rowat helped ensure sanitary conditions in camps, expanded health screenings for recruits, and advised on food safety and hygiene practices—especially as home canning and gardening programs ramped up. His background in tropical medicine also made him a resource in protecting the health of troops and civilians alike during the wartime surge in activity.
